Dr. Bani Kanta Kakati Merit Award under Pragyan Bharati Scheme is implemented by Directorate of
Higher Education for providing Scooters to Girls and Boy students securing 80% or more marks in
Class 12 Examination 2026.

Aim:

The main objective of Distribution of Scooters are as follows: 
  • a. To foster a sense of competitiveness and encourage students to perform better in their studies. 
  • b. To motivate students to pursue Higher Education. 
  • c. For better mobility of the students for facilitating easy access to higher education. 
  • d. Enhancement of Gross Enrolment Ration (GER) in the State of Assam. 

Eligibility Criteria:

  • a) The students must obtain 80% or more marks in Higher Secondary Final Examination, 2026 conducted
  • by Assam State School Education Board.
  • b) Only students in betterment and reappearance category will not be eligible for the Scheme.
  • c) Students must be residents of the State of Assam.
  • d) Students admitted in institutions outside the State are also eligible provided they have a valid PRC of
  • Assam.
  • e) It is an application based scheme/programme. No offline applications will be entertained.

  • Admit Card
  • Aadhaar Card
  • Passport Size Photograph
  • Mobile Number
  • Email ID
  • Bank Account Details (if required)
  • Residential Certificate (if applicable)
  • Any other document specified by the Government

Distribution Process of Dr. Banikanta Kakati Merit Award 2026

The Government of Assam has established a transparent and systematic process to ensure that eligible students receive their scooters smoothly. The complete distribution process is explained below:

Step 1: Preparation of Eligible Students List

The Assam State School Education Board (ASSEB) will prepare and provide the list of students who have secured 80% or more marks in the Higher Secondary (HS) Final Examination 2026 to the Directorate of Higher Education (DHE).

Step 2: Publication of Beneficiary List

The Directorate of Higher Education (DHE) will publish the list of eligible beneficiaries on its official website. Students should regularly visit the official website to check their names in the list.

Step 3: Online Application Submission

All eligible students must submit their applications online through the official application portal. The application link will be made available on the Directorate of Higher Education's official website. No offline applications will be accepted.

Step 4: Appointment of Nodal Principals

To ensure the smooth distribution of scooters, the Directorate of Higher Education will appoint Nodal Principals from selected educational institutions. These principals will coordinate the distribution process in their respective areas.

Step 5: Collection of Appreciation Certificates

The Nodal Principals will collect the official Appreciation Certificates from the Directorate of Higher Education for all eligible beneficiaries.

Step 6: Certificate Collection by Students

Eligible students must collect their Appreciation Certificate from their designated Nodal Principal and submit it to the scooter dealer assigned to them.

Step 7: Registration and Insurance Payment

The Government of Assam will bear the cost of vehicle registration and insurance. The required amount will be provided to the Nodal Principals, who will verify the beneficiary details and transfer the payment directly to the authorized scooter dealer. Students are not required to pay these charges.

Step 8: Scooter Delivery

After completing all formalities, students can collect their scooters from the allotted authorized dealer. No payment is required for registration or insurance.

Step 9: Free Helmet

Every beneficiary will receive one helmet free of cost along with the scooter. However, the Government will not provide or pay for any additional accessories.

Step 10: Special Provision

In the unfortunate event of the death of a selected student before receiving the scooter, the student's legal guardian may choose whether or not to collect the scooter, as per the Government's guidelines.

Step 11: Nijut Moina Scheme Condition

Students who receive a scooter under the Dr. Banikanta Kakati Merit Award are not eligible for the Nijut Moina Scheme. However, if an eligible girl student voluntarily chooses not to receive the scooter, she may apply for the Nijut Moina Scheme, subject to the applicable rules.
